“Rep. Robin Kelly Moves to Impeach Homeland Security Secretary Kristi Noem Over Fatal ICE Shooting in Minneapolis”

U.S. Rep. Robin Kelly (D-IL) has announced plans to file articles of impeachment against Homeland Security Secretary Kristi Noem, accusing her of incompetence, turning ICE into a “rogue force,” and multiple high crimes following a fatal shooting by an ICE agent in Minneapolis on January 7, 2026.

In a strongly worded press release and public statements on January 7, Kelly declared:

“Secretary Kristi Noem is an incompetent leader, a disgrace to our democracy, and I am impeaching her for obstruction of justice, violation of public trust, and self-dealing. She wreaked havoc in the Chicagoland area, and now, her rogue ICE agents have unleashed that same destruction in Minneapolis, fatally shooting Renee Nicole Good. It must come to an end.”

The impeachment push stems from the death of Renee Nicole Good, a 37-year-old U.S. citizen and mother of three, who was shot multiple times by an ICE officer during an immigration enforcement operation in Minneapolis. Bystander video shows Good’s vehicle approaching agents before speeding away, after which the officer fired into the car. DHS and Secretary Noem described the incident as an “act of domestic terrorism,” claiming Good attempted to weaponize her vehicle against officers in self-defense, had been “stalking and impeding” them all day, and that the agent followed training.

Local officials, including Minneapolis Mayor Jacob Frey and Minnesota Gov. Tim Walz, have fiercely disputed the federal account, calling it a “garbage narrative” and “bullshit,” demanding ICE agents leave the city and an independent investigation. Protests erupted in Minneapolis, with schools canceling classes over safety concerns.

This marks the second impeachment attempt against Noem since she assumed the role in early 2025, following a prior effort by Rep. Delia Ramirez (D-IL) in December 2025. Kelly, whose district includes parts of the Chicago area targeted by earlier ICE operations (including fatal incidents), has tied Noem’s leadership to a pattern of aggressive enforcement harming families and violating rights.

The Department of Homeland Security dismissed the impeachment threat as “silly” and politically motivated, emphasizing that ICE agents face rising assaults and that Noem is focused on protecting Americans. A DHS spokesperson stated: “As ICE officers are facing a 1,300% increase in assaults against them, Rep. Kelly is more focused on showmanship and fundraising clicks than actually cleaning up her crime-ridden Chicago district.”

Analysts note the effort is unlikely to succeed in the Republican-controlled House, and even less so in the Senate, where a two-thirds vote is required for conviction — similar to the failed 2024 impeachment of former DHS Secretary Alejandro Mayorkas.

The incident has intensified partisan divides over the Trump administration’s mass deportation and immigration enforcement surge, with Democrats calling for Noem’s removal and Republicans defending federal agents. As of January 10, 2026, Noem continues in her role, with operations ongoing amid heightened scrutiny and protests.
